3. I accepted a temporary work contract in Québec. What do I have to do now?
Your employer will take the first steps to authorize your hiring and your stay in Québec. After that, you will have to fill out an application for temporary selection, if necessary, and submit your application for a work permit to the Government of Canada. 4. If I am abroad when I accept a temporary job in Québec, can I then become a permanent resident?
Yes, Québec instituted the Programme de l’expérience québécoise (PEQ – Québec experience program) to allow most temporary foreign workers to change their temporary status to permanent status.
Workers who cannot be selected, under this program, and who wish to immigrate permanently while they are already working in Québec, can do so at any time through the Regular Skilled Worker Program. They must first submit an expression of interest on the Arrima platform. The Ministère then uses the Expression of Interest Bank to invite individuals who meet certain criteria. The Ministère focuses primarily on job market needs in the various regions of Québec. Holding a job offer that has been validated by the Ministère is one of the criteria that is taken into consideration.
5. How do I submit an application for permanent immigration from abroad?
Individuals who wish to immigrate to Québec must start by creating a profile on the Arrima platform in order to complete and submit an expression of interest form. The Ministère uses the Expression of Interest Bank to invite individuals who meet certain criteria, focusing primarily on job market needs in the various regions of Québec. If you have received an invitation, you can submit an application for permanent selection to the Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI).
The selection is made on the basis of a point grid for various factors. The main factors taken into consideration on this grid are your area of training, your schooling, your age, your work experience, your knowledge of French and English and, if applicable, your spouse’s profile.
The next step is to submit an application to the Government of Canada to obtain permanent residence.

An application must always be submitted to the Canadian government in order to come live in Québec, whether it is for temporary employment or permanent residence. Québec is responsible for selecting people who wish to settle in its territory. The Canadian government issues visas and work permits authorizing people to live and work in Québec.
